Can experience become executable formation?
An auditable Formation Ledger is separated from indexed executable susceptibilities. Present conditions recruit a sparse coalition; typed witnessed consequence governs later formation updates. The test is whether changing one susceptibility causes the predicted later change under matched controls.

Inaccessible is not erased. Local formation may diverge during a partition; rejoining requires provenance-aware validation, contradiction, supersession, forking, or quarantine.
